BAA-13-22 Proposers’ Day:
The Defense Advanced Research Projects Agency (DARPA) Tactical Technology Office (TTO) is sponsoring a Proposers’ Day to provide information to potential proposers on the objectives of the Innovative Systems for Military Missions BAA (BAA-13-22). The Proposers’ Day will be held on Tuesday, April 23, 2013 at the DARPA Conference Center from 9:00AM to 4:30PM, and Wednesday, April 24, 2013 at the DARPA Conference Center from 9:00AM to 5:00PM. Check-in begins at 8:00AM on Tuesday, April 23. Advance registration is required.
Program Objective and description:
The objective of the BAA-13-22 is to solicit executive summaries, white papers and proposals for advanced research, development and demonstration of innovative systems for military missions. Innovative systems are integrated systems or critical systems components that often incorporate emerging advanced technologies, and enable revolutionary improvements to the capability, efficiency and effectiveness of the military.
TTO investments are structured across a range of focus areas, encompassing multiple mission domains and cross-cutting enabling capabilities. The TTO strategy includes global capabilities with precision and endurance applicable to all combat environments and the development and demonstration of system level technologies and capabilities that outpace adversary capabilities and force structures. TTO is explicitly not interested in approaches or technologies that make incremental or evolutionary advancements over the state-of-the-art. TTO is interested in research, design, development, and demonstration of systems which create a decisive overmatch or asymmetric capability in accordance with the TTO mission.

TTO's solicitation focuses on the very high payoff, high risk development, integration, demonstration and evaluation of innovative systems or critical systems components enabled by, and incorporating, new or emerging technologies. Proposed efforts must also show significant promise to provide the U.S. military with revolutionary new mission capabilities, enable significant increases in mission effectiveness, or dramatically reduce system costs.
Proposers’ Day will be held on at DARPA Conference Center on Tuesday, April 23, 2013 from 9:00AM to 4:30PM, and Wednesday, April 24, 2013 from 9:00AM to 5:00PM Eastern time. Check-in begins at 8:00AM on Tuesday, April 23, 2013.
The Proposers’ Day will be unclassified and attendance is limited to individuals who are U.S. Citizens or U.S. Permanent Residents. All attendees will be required to present government issued photo identification upon entry to the event. Acceptable forms of identification include a U.S. passport, a Green Card and government issued photo identification, or a birth certificate and government issued photo identification. DARPA Form 60 U.S. Permanent Resident and Foreign National Visit Request must be completed and submitted by attendees who are U.S. Permanent Residents prior to April 5, 2013. Due to space limitations of the conference facility, attendance will be limited to the first 150 registrants, and no more than two representatives per organization may attend. Attendees will receive notification regarding acceptance on or before Wednesday, April 10, 2013.

There will be an opportunity to meet individually with TTO Program Managers on the second day of the Proposers’ Day. For the sidebar sessions with the TTO Program Managers, please designate the focus area(s) in which you and your organization are interested. In addition, you will be asked to state your specific topic. Requests must be received no later than the registration cutoff date.
To maximize the pool of innovative proposal concepts, DARPA strongly encourages participation in these events and subsequent solicitations by non-traditional performers, including small businesses, academic and research institutions, and first-time government contractors. A list of registrant contact information will be made available to attendees following the Proposers’ Day to facilitate interchange among interested proposers.
Attendance at the BAA-13-22 Proposers’ Day is voluntary and is not required to propose to subsequent BAAs (if any) on this topic. The Proposers’ Day does not constitute a formal solicitation for proposals or abstracts. This announcement is issued solely for information and program planning purposes and is not a Request for Information (RFI). Since this is not an RFI, no submissions against this notice will be accepted by the Government. DARPA will not provide reimbursement for costs incurred to participate in this Proposers’ Day.
