We are now more than one year into the “Shared-First” strategy. This December, agencies had to deliver two OMB-approved IT shared service initiatives, laying the groundwork for what will become one of the most transformative changes in federal IT. The shared services strategy aims to reduce waste and duplication through commodity IT where agencies can purchase technology, resources and security-as-a-service on an “as-needed” basis. While many of the early initiatives have focused on low-hanging fruit like email, virtually no area of IT is exempt, from data centers to mobile devices, from collaboration tools to continuous monitoring.

But what does it mean to federal contractors? This is a tremendous opportunity for industry to help agencies reduce duplication and administrative costs in a difficult budget environment. Expect more government-wide acquisition contracts (GWACs), more strategic sourcing, and a greater focus on commodity IT. This April, each agency will submit an updated Enterprise Roadmap to the OMB which will serve as the foundation for this transformation.
